Official vs unofficial WhatsApp API in Indonesia: what to know before you choose

If you want your software to send and receive WhatsApp messages in Indonesia, you have two routes: the official WhatsApp Business Platform from Meta, or an independent gateway that links a phone number as a device. They differ in cost, setup and, above all, in risk. This guide lays out both without a sales pitch, so you can pick the one that fits your business.

What is the difference between the official API and an unofficial gateway?

The official API is Meta's WhatsApp Business Platform. You connect through Meta, usually with a provider that sells access and tools on top. Your business and phone number go through Meta's verification, and when your business starts a conversation it uses message templates that Meta has approved.

An unofficial gateway works differently. You scan a QR code to link a WhatsApp number as a device, the same way you link WhatsApp Web, and the gateway sends and receives messages through that link. It is independent: WhatsApp and Meta do not endorse it. There are no Meta-approved templates and no verified badge.

How much does the official API cost in Indonesia?

Meta charges per delivered message, and the rate depends on the message category and the country. Meta's rupiah rate card, effective 1 October 2026 and checked on 3 October 2026, lists these list rates for Indonesia:

  • Marketing: Rp 586.33

  • Utility: Rp 356.65

  • Authentication: Rp 356.65

  • Service replies: Rp 356.65 each, after the first 1,000 free per number each month

Since 1 October 2026, replies you send inside the 24-hour customer service window are no longer free beyond that monthly allowance, and utility templates sent inside the window are charged too. Your real bill can differ with volume tiers, tax and provider fees, and Meta can change its rates, so check the current rate card before you budget.

A quick example: one number sends 10,000 service replies in a month. The first 1,000 are free, and the other 9,000 cost 9,000 × Rp 356.65 = Rp 3,209,850 at the list rate. A gateway with a flat monthly price does not grow with each reply, which is why teams that mostly answer customers look at that route.

What do you give up with an unofficial gateway?

  • Safety. WhatsApp can restrict or ban any number that behaves like spam, and a gateway cannot undo that.

  • Official standing. There is no verified badge, and no endorsement from WhatsApp or Meta.

  • Templates and buttons. Messages do not go through Meta-approved templates, and interactive buttons need the official API, so menus are numbered text.

  • Compliance comfort. If your company needs an official channel on paper, a gateway will not satisfy that.

What do you give up with the official API?

  • Per-message cost. The bill grows with your volume, including replies, as the figures above show.

  • Setup time. You verify your business, register a number that is not already on WhatsApp, and submit templates for approval. Requirements change, so follow Meta's current documentation.

  • Template rules. A message your business starts has to fit an approved template.

  • Provider fees. If you use a provider, expect their fees on top of Meta's.

How can you lower the risk if you use a gateway?

Nothing removes the risk, but good habits reduce it:

  • Message only people who agreed to hear from you, and keep proof of that.

  • Warm up a new number slowly instead of sending a large broadcast on day one.

  • Space messages out rather than sending them in a machine-regular burst.

  • Honour opt-outs such as STOP right away.

  • Watch your failure rate and pause when it jumps.

Which one should you choose?

  • Choose the official API if you need the verified badge, send Meta-approved templates at large scale, or have strict compliance requirements.

  • Consider a gateway if most of your volume is replies to customers, you want a flat monthly price in rupiah, and you accept the risk to your number.

  • Not sure? Count last month's replies, marketing messages and utility updates per number, price each on Meta's rate card, and compare the total with a flat plan. Then add how much risk to your number you can live with.
